Role Overview

To provide local supervision of Harbour Operations at Perth Harbour, ensuring compliance with the Port Marine Safety Code and the PKC Harbour Operating Agreement, and that good practice is adopted across all relevant activities.

Principal Accountabilities

  • Support Harbour Master to deliver a safe and effective harbours operation, and to ensure delivery of and compliance with Client's requirements and CFL Safety Management Systems;
  • Supervision of associated manned or unmanned locations under their responsibility;
  • Supervision and resourcing of local Harbour staff, ensuring compliance with Training Matrix and Competence assessment;
  • Ensure complete and accurate records are kept of all relevant activities including charging of all applicable harbour dues;
  • Ensure routine inspections, maintenance, defect management, drills and exercises are undertaken in accordance with requirements;
  • Safety Management of Contractors working within Harbour (including Diving);
  • Local liaison with internal and external stakeholders;
  • Act as Deputy Port Facility Security Officer, where necessary;
  • Act as Explosives Security Officer, where necessary;
  • Act as Harbour Master during periods of annual leave;
  • Supervise the safety of navigation for all harbour users;
  • Using the powers of direction, regulate and monitor activities of vessels within statutory harbour limits;
  • Maintain marine VHF communications at staffed locations;
  • Partake in the review of Marine Navigational Risk Assessments;
  • Any other duties required by the Harbour Master

Qualifications, Skills and Experience

Essential Education and Training:

  • Good standard of education (min: English and Maths qualifications)
  • Formal or internally recognised Harbour or Marine Training Qualification, or working towards same
  • Willingness to undertake training and continuing professional development
  • Marine Qualification (STCW or RYA - minimum Powerboat Level 2)

Desirable Education and Training:

  • Formal recognised Harbour or Marine Training Qualification, or working towards same
  • Office productivity tools (Microsoft)
  • Formal Safety qualification, or working towards same (IOSH or NEBOSH)

Essential Experience:

  • Exposure to a Harbour/Marine/Transport related environment
  • Working with external stakeholders
  • Developing and maintaining effective systems and processes
  • Creating, maintaining, and presenting periodic reports and recommendations
  • Managing both manual and electronic records
