1. Introduction
Perth & Kinross Council recognises its continuing responsibility to provide a healthy and safe working environment. Hence, it has implemented a Council Policy in line with the provisions of the Health & Safety at Work Act 1974 and the Port Marine Safety Code. Directors are responsible for safe working policies and delegate these responsibilities to competent officers.
For Harbour Operations, the responsibilty rests with the Harbour Operator and PKC Harbour Management team.

2. Commitment
Perth and Kinross Council (PKC) is the Competent Harbour Authority (CHA) for Perth Harbour. PKC has responsibility at all times to ensure a safe environment for its employees, the general public and users of its statutory harbour areas. This is achieved through the implementation of the requirements laid down in the Safety Management System (SMS), supporting documents and management processes, supported as required by the safety management system, documents and processes. PKC are committed to complying with the Port Marine Safety Code which lays down minimum standards of safety applicable to all ports, harbours and similar establishments
